MIFT By-Laws
Article VII: Executive Board
1) The Executive Board of this Federation shall consist of the following:
- The local’s elected officers.
- Elected representatives from units.
- The President of the previous term shall become an ex- officio member for one (1) year.
2) Decisions of the Executive Board shall be by majority of those voting members at a meeting where there is a quorum.
3) The quorum of Executive Board shall consist of the President or his designee and four (4) voting members.
4) Voting will be done by the following members: The elected Executive Board Officers and elected Unit Representatives.

Decisions of the Executive Board may be appealed to a vote of membership by twenty-five percent (25%) of the Federation’s membership within thirty (30) days of the previous action. Any member can initiate the appeal process.
6)
Executive Board officers who miss three (3) consecutive board meetings may be removed from office by the President with the advice and consent of the Executive Board.
Article VIII: Committees
1)The following Standing Committees shall be active in the Federation:
- Grievance Committee
- The President shall appoint the chairperson and members of the Grievance Committee with the advice and consent of the Executive Board.
- The President shall be a voting member of the Grievance Committee.
- The Grievance Committee with the approval of the Executive Board shall determine which grievance shall go to arbitration.
- Negotiating Committee
- The President shall be chairperson of the Negotiating Committee.
- The Negotiating Committee will consist of three (3) members who shall be appointed by the President with the advice and consent of the Executive Board.
- The President is empowered to seek the assistance, advice and/or participation of MFT personnel during negotiations.
2) Special Committees shall be appointed by the President with the advice and consent of the Executive Board. They shall include, but not be limited to Social, Newsletter, Audit, Election Committee, Budget and Legislative.
- Budget Committee:
- Shall consist of the Treasurer, President and two (2) other members appointed by the President with the advice and consent of the Executive Board.
- Shall prepare a budget for approval by the Executive Board and General Membership in the first Quarter of the budget year.
- Audit Committee:
- Shall consist of the Treasurer, President, and two members appointed by the President with the advice and consent of the Executive Board.
- Shall audit the Union Financial Records and Yearly Report.
- Shall present their report to the Executive Board.
- Shall submit copies of findings to AFT as required.
- Political Action Committee ( MIPAC )
- The President of the Executive Board shall be a member of the MIPAC.
- The MIPAC shall promulgate its own operating procedure rules.
Article IX: Duties of Officers
1) The President shall:
- Preside at all meetings of the Federation and of the Executive Board.
- Be an ex-officio member of all committees.
- Be the ranking delegate to State and National Conventions.
- Represent the Federation when and where necessary.
- Make a report to the membership at least once each year summarizing the events of the Federation.
- Maintain communication with MIFPP.
- Emergency duties.
The President shall assume initiative in representing the Federation on emergency issues, shall take emergency action on behalf of the Union, subject to review by the Executive Board and the membership in general membership meetings.
2) The Vice-President shall perform all duties of the President in the absence of that officer and other duties as determined by the President.

The Secretary shall issue all notices, answer all correspondence at the direction of the President and report outside correspondence to the President and Executive Board. The Secretary shall be the custodian of the seal and charter of the Federation, record the minutes of the Executive Board and general membership meeting.
4) The duties of the Treasurer shall be:
- To receive, record and deposit in the name of the Federation, all monies from dues and all other sources.
- To keep the membership roll, collect dues, issue payroll deduction forms, issue receipts and delinquent notices.
- To forward to the Michigan Federation of Teachers, American Federation of Teachers and AFL-CIO offices, all necessary documents and per-capita monies on a current basis as required.
- To keep adequate records available at all times.
- To report the financial status of the Federation to the Executive Board.
- To prepare with the President and Budget Committee a budget within the first quarter of the Budget year to be presented to the Executive Board for approval.
- Prepare and submit an audit report to the Executive Board for acceptance.
- Prepare and coordinate financial reports with the MIFPP as necessary.
- Arrange for an external audit every 5 years.
